Is there anything out there already, or plans to provide a rough simplified version of aiStandardSurface in glsl/osl?

Probably not. We do hope to move many of the built-in shaders over to OSL at some point in the future, but there is also no problem mixing C++ and OSL shader nodes in the same shader network. If we do move to OSL, we probably won't provide shader source code for all of the shaders.
If you need an approximation for a GL display, that is a different (and interesting!) project.
