With Cinema 4D's normal materials... I am able to make a material with multiple reflections, where I mask out which parts I want to reflect differently... How do I achieve this with Arnold?

The C4D material allows you to mix multiple reflection models. In contrast the Arnold standard_surface shader uses only one specular model (GGX). You can add a clear-coat layer on top of all other shading effects. You can also use a layer shader to mix different surface shaders or a layer_rgba shader to mix the input of the specular/coat layer.
I have tried doing it a similar way, but I can work out how masking in Arnold works. Whenever I try to mask fx the logo and change the settings for the specular, it does it on the logo, but it just overwrites everything outside it.
What I'm trying to do is make a material that has mat lamination surface with a glossy laminated logo on top. Like on the attached photo...
You can achieve something like your sample using a mix_shader... have you tried that? Create two materials, one glossy, one matte, then use a black and white image to separate the two materials, like so...
