3990X vs 4 x 2080 Ti RTX?

Building a new workstation and considering going CPU (Threadripper 3990X) vs GPU... I currently have a 2990WX and 4 1080 Ti's and in my setup... so far, the GPU rendering on the 4 1080 Ti's in Arnold is much slower (at comparable visual quality) and laggy in the IPR and final render vs the CPU... I'm not sure how much of that comes down to not using RTX cards as I don't have any right now to test with... I know they say Arnold GPU is optimized for RTX, so that could be a factor

Just looking for anyone that maybe has experience with a 2990WX vs RTX cards for speed comparison results to help aid me in my new build decision or just thoughts in general on the topic... I know it's hard to compare since the 3990X hasn't shipped yet, but maybe the Cinebench 25K score would help in gauging performance

1950X 16 core is GTX 1070 equivelent. So RTX cards should be much faster than cpu. Honestly, I think one Ti should be enough for speed. Two only iff you miss 22 gigs of ram. I didn't work with Alembic cache yet, but should be very memory efficient (free). So maybe no need for 22 gigs of ram (11 would be maybe enough).
