Background Alpha and Volume Light

In Arnold Render Settings, I added a atmosphere volume. The beauty pass in the Picture Viewer is fine, I can see the light volume over objects, but when rendering, the volume cuts off at the background alpha.

I tried adding AOVs, enabled Multipass and I use the AEC file generated at render. I need to tweak the order and layer blending of most layers, and I can get something pretty close.

Is there a way to skip the AOVs and just have a volume show up over a single image with an alpha background?
