Workflow for worn chipped paint

Hi I'm trying to texture a surface in a worn rusted metal look. I want it to show the painted surface and then the underlay of the rusted metal. rusted-metal.jpg

If you want Procedural Paint then you might want to try this Arvid Tutorial and try to adjust.
