I am trying to get an integer value into a shader. No matter what I do it is always returning default values. Attached is what I assume is everything correct. I can't find a way to debug this with arnold, as it does not seem to mention anything about it in the logs.

you should Add Arnold Properties to the geo (tab > Arnold > Add Arnold Properties). Go to the Attributes tab and type primitive_id into primitive Attributes.
Actually you're right, putting an asterisk doesnt export all the attributes for some reason, but naming each one does. Thank you
