Is there a node in Maya or arnold can make uv look randomly?

You could use the uv_transform node to introduce some variance

We can write these things in OSL.
It actually started with some sketches and examples I did 1½ year back on the max forum, then Vlado made that one for Vray after some time.

I think I have 3 or 4 variants going, and then we got other solutions as well.

So to cut it short, yes it is totally possible to take a small texture and make it scatter infinitly to create variance, I just cant give the shader to you right now.
