Arnold For Cinema 4D, C4dtoA Version - 3.3.6
GPU - Zotac gaming Nvidia RTX 3090(Trinity 24GB Graphic Card)
Ram - 64GB, (DDR5)
Nvidia graphic card driver version - 461.92
Arnold renderer was not pulling over 7GB to 8GB, My actual VRAM memory 24GB

Camera AA sampling - 10 (max)
Adaptive sampling enabled to - 20 ,0.005
materials -PBR, Default
I don't know why happening like this, if anybody solve this

I also checked in another PC ..its working Well
alternative pc is using more than 18GB of 24GB graphic card

Shows that CPU used 7.2GB (with most of that, 5.7GB, coming from C4D and not arnold).

Says that before Arnold even started, 24576MB-19558MB, which is 5GB, of GPU memory was already being used up by C4D, Windows, and other applications. So when you see 7GB in GPU-z, about 1GB comes from arnold (maybe 2GB if there's a temporary peak we didn't capture) and the rest is non-arnold applications that also use the GPU.
Everything is behaving as intended.
