Looking to use a vector displacement map on the 2nd UV channel. Issue is, it won't rotate correctly like it would on the first channel. I'm using Max, but hopefully that won't matter.

Have you checked you are utilizing the correct workflow in order to move the vector displacement through channel 2?
Try look here, I set up a basic case you can look at.

@Mads Drøschler Thanks for the reply. For reference I'm dong this with a bitmap. Here is what I'm seeing.
I tried to adapt your setup but I'm not sure if I have it correct. I got the same results as before.
