By setting your Specular Weight to anything less than value of 1 on standardSurface , does this break PBR??
What I am trying to achieve is to decrease the value of highlight on an object and I tried that with trying to set my roughness to 1 with no success.

Specular weight affects the brightness of the specular highlight, however, a lower amount of light should be reflected when using high roughness values.
What shading effect are you trying to achieve?

I have specular roughness set to 1 and light reflected is still to high. What is the correct way to decrease the light being reflected?

Yes, just reduce the Specular Weight. Why does roughness need to be so high? I never have it fully at 1. Its practically acting like a Lambert shader.
You could also reduce Indirect Specular if that is also an issue as well as Clamping and Indirect Specular Blur.
I put roughness value to one hoping that it would reduce the intensity of the reflected light. What do you think about playing with IOR values?

Could do, but that is more likely to affect the Fresnel edge.
