Are you planning to have anything interact with the chocolate pool? Or is the surface just moving a bit? If it is the latter, a displacement map should work.

Hi, I have a character that is going to float on a donut , the character doesn't actually touch the chocolate pool but just floats on.

Is this for a still or animation? If it's a still you could probably get away with a vector displacement map, otherwise, you could try Bifrost.
