Hi,
I'm trying to recreate a squigglevision effect within the Arnold Toon Shader where I'm able to animate and wiggle the movement of the shaders outline. I'd hoped I could accomplish this by driving the width scale of the toon shader with one of noise nodes, but didn't have any luck. Any help would be much appreciated!

It's not supported yet and width_scale only changes the line width. It won't be difficult to add this feature in the contour_filter once we implement framebuffer api. However, the link you provided says that it's patented so probably we have to deal with that first.
