You might have your own version of psutil Python module interfering with the one shipping with HtoA. Can you try to stow it away and see if that helps?
This is happening because you the Visual Studio C++ 2012 Redistributable is not installed.
Latest HTOA 2.1.4 version fixes does not have this dependency.

If you are using an HtoA version before 2.1.4, yes.
Otherwise, please start a new question and specify what versions of HtoA and Houdini you're using.
