I am rendering a 100 frame jpg sequence of a ball rolling through a static scene (no camera movement) Is it possible to only render the pixels that change per image?

No, unless you render the static scene and the rolling ball in separate layers/passes/whatever-it's-called-in-CINEMA 4D.

similar to what Stephen Blair's suggestion, but if you have lights in your scene, and it cast shadow on the floor or any other of your static scene, than you also have to deal with shadow pass.
