With a coat layer that you can drive with a noise/map. Low roughness, water IOR (1.33) and maybe a bump map.

Thats just a base, of course you need to polish the shading network and add some more stuff to get a convincing result: a nice asphalt texture, a good bump/normalmap, roughness map... and so on.

You can also use the "water map" to darken out the diffuse map (wet asphalt is usually darker than dry asphalt), mask out a secondary bumpmap for the coat bump (eg.).

Also lighting is a big factor when working with reflections like water. Use a good HDRI! Maybe thats why its not working for you?!
