HDR Skydome Map Rendering Black Halfway

For a project of mine, I'm creating an island scene with a skydome. I'm using an aiSkyDomeLight with an HDR map connected to the color node of the light. The bottom half of the original HDR image is black however it's rendering the black area higher than it should be.

I've attached images of the scene at 1 intensity and 10 intensity: https://imgur.com/a/yxS46eB

Moving the skydome up or down doesn't change the amount of black space appearing on the dome. The line should be level with the scene in order to imitate a sky.

Is the skydome rotated? Is it set to latlong?
